What does the reference to "Scarlet Pimpernel" mean in the movie Tenacious D: and the pick of destiny?

At the final showdown (Beezleboss) They make a reference to "Scarlet Pimpernel" it says "I'll make him squeal like a Scarlet Pimpernel!!" What exactly does that mean?
